Project description

To replace 24no escalator switch panels on the Jubilee Line extension. The existing interlocking switch panels had reached their life expectancy and suffering failures with the interlocks deeming them potentially dangerous.

Delatim were the Principal Contractor for Design and Construction and provided management of Design, Quality, Construction and all matters relating to Health and Safety achieving the objective of providing a single client interface to deliver the project through all the staged Pathway gates to the standards and quality expected.

Scope of Works 

The scope of works comprised the following activities:

  • Provision of detailed design and assurance documentation for submission to TfL for approval prior to commencement of works.
  • Procurement of 24 bespoke switch panels in accordance with the approved detailed design.
  • Development and submission of a robust programme of works detailing all activities leading up to, during, and following the panel replacement. The programme was implemented and delivered without issue.
  • Testing of existing supply and distribution cabling to identify any defects or faults prior to changeover.
  • Completion of pre-changeover preparatory works, including sleeving of existing non-harmonised supply and distribution cable cores within the panels.
  • Arrangement and coordination of fire and LV isolations on the night of changeover, including liaison with third-party contractors.
  • Replacement and changeover of each switch panel within a single extended engineering shift.
  • Coordination with third parties, including KONE, station staff, and LV1 engineers throughout the works.
  • Submission of works programmes and associated applications to the LU Power Planning team.
  • Provision of NICEIC certification and Inspection and Test Plans (ITPs) as part of the final assurance documentation, issued prior to handover of the asset to the Authorised Operator (AO).

All works were undertaken during extended engineering hours between 23:00 and 05:00, with additional time allowed for site set-up and clearance. Each switch panel was replaced, tested, and the associated escalators returned to service prior to the start of passenger operations each morning.

Health and Safety

Implemented rigorous Health, Safety and Environmental (HSE) planning, ensuring all identified risks were appropriately assessed, controlled, and mitigated throughout the project lifecycle.

Programme Management

Developed and executed a robust programme of works to ensure all project activities were completed safely within restricted engineering shifts, with no disruption to the operational railway.
