Delatim was appointed by London Underground (TfL) to deliver a series of One Person
Operation (OPO) CCTV upgrades across multiple stations and lines. The 3 programmes
were developed following a review of existing OPO and Track-to-Train systems, which
identified platforms where passenger activity and infrastructure created obscured or
obstructed views of the Platform Train Interface (PTI). The objective was to improve
operational safety by removing blind spots, enhancing driver visibility and ensuring
compliance with London Underground OPO CCTV standards. Across the programme,
Delatim delivered upgrades at over 80 platforms, including the design and
implementation of innovative digital and hybrid monitor display solutions, the first fully
digital OPO solution delivered into passenger service for TfL.
Scope of Works
The programme included the design, supply, installation, testing, commissioning and
bringing into service of new OPO CCTV systems and associated infrastructure, including:
- Site surveys and asset assessments.
- 3D optical modelling and CCTV camera view design.
- Multi-disciplinary communications, electrical and civil engineering design.
- Cable route management system (CRMS) installations.
- New CCTV cameras and support structures.
- Installation of Monitor Display Assemblies (MDAs).
- Track clearance approvals and T002/T003 sign-off.
- Platform marker and signage design.
- Digital Video processing and low-latency system design.
- Testing, commissioning and 48-hour recording verification.
- Trade Union approvals and operational acceptance.
- Migration planning and system integration.
- Installation of platform barriers and driver time clocks where required.

What we did
Innovative design and engineering
Used 3D optical modelling to create fully compliant CCTV designs before installation, reducing on-site testing and costs, while producing multi-disciplinary communications, electrical and civil designs to LU assurance standards S1538 and S1150.
Pioneering digital display technology
Developed and deployed the first fully digital OPO monitor display system approved for the network, achieving sub-120ms glass-to-glass latency, plus bespoke Hybrid MDA technology for displaying multiple analogue feeds on a single monitor at full resolution.
Complete delivery in a live railway environment
Installed cameras, MDAs, support structures, CRMS, power and fibre connectivity, and completed all testing, commissioning and handover, supporting platform-based, in-cab and reversing movement CCTV, while maintaining full railway operations and safety.
