Project description
As part of TfL’s commitment to create Step Free Access stations 2no Lifts were installed within Tower Hill LU Station. In addition to the SFA works parts of the station have been developed in association with the new hotel adjacent to the building.
Scope of Works
The scope of works comprised the following activities, delivered in two distinct phases:
Phase 1 – Enabling Works
- Development of systems and premises enabling works design.
- Sterilisation of the existing Connect Communications Equipment Room (CER), including isolation and removal of M&E, communications, and fire alarm systems, together with all associated enabling works.
- Removal of VEIDS equipment, diversion of multi-compartment Cable Management Systems (CMS), and completion of M&E, communications, and fire alarm enabling works on Platforms 1 and 2 within the footprint of the proposed lift shafts.
- Sterilisation of the platform Station Supervisor’s Office and adjacent mess room, including removal of all services, demolition of internal walls, systems strip-out, and associated premises works to facilitate the creation of a new Connect CER for the station.
- Removal and relocation of services within the entrance ticket hall, including lighting, PA, GLAP, ESUB, PHP, fire main, and associated control panels.
- Removal and relocation of CCTV, 110V socket outlets, and lighting on Platform 3 and within the Exit Ticket Hall.
- Design and installation of crowd-loaded hoardings to platforms and ticket halls in accordance with LU requirements.
Phase 2 – Fit-Out Works
- LEER Room Fit-Out
Systems fit-out of two LEER rooms, including installation of distribution boards, lighting, small power, 110V supplies, lift power changeover panels, PA, fire alarm systems, damper control panels, air conditioning, and fire stopping. - Lift Lobbies and Entrance Areas
Premises and systems fit-out of newly constructed lift lobbies and entrance areas within ticket halls and platforms, including wall and floor finishes, ceilings, fire-rated doors with magnetic door holders, lighting, 110V supplies, small power, PHPs, PA, CCTV, and fire detection systems. - Lift Shafts
Installation of new lighting, small power, fire detection and air sampling systems, and lift car CCTV. - Lift Access and Escape Routes
Installation of new lighting, 110V power, fire detection systems, damper control panels, fire-rated doors, handrails, CCTV, and PA systems.

What we did
Collaboration
Worked collaboratively with key project stakeholders, third-party contractors, and station operational staff to identify gaps within enabling works designs and provide compliant solutions.
Health and Safety
Implemented rigorous COVID-19 Health, Safety and Environmental (HSE) planning, ensuring all identified risks were appropriately assessed, controlled, and mitigated throughout the project lifecycle.
Programme Management
Developed and executed a robust programme of works to ensure all project activities were completed safely within restricted engineering shifts, with no disruption to the operational railway.
Collaborative Programming
Delatim attended regular joint planning workshops where all stakeholders from both the SFA and Hotel Development schemes contributed to and agreed a single, integrated programme to safely deliver the works with minimal operational impact.
