Delatim was appointed by London Underground as part of the Central Line Improvement Programme (CLIP) to design, integrate, prototype and supply a new fleet-wide saloon CCTV system for the Central Line’s 92 Tube Stock fleet. The project formed a key element of the wider rolling stock modernisation programme and involved delivering a fully compliant onboard surveillance solution capable of integrating with existing train systems while meeting over 600 separate technical requirements. Delatim also supported the first three prototype installations, with the remaining fleet rollout completed by the client.
During the design phase, Delatim developed a bespoke Digital Video Recorder (DVR) solution to overcome significant space constraints within the existing rolling stock.
Scope of Works
The project included the complete design, integration and supply of a new onboard CCTV system across the Central Line fleet, including:
- System architecture and engineering design.
- CCTV camera selection, integration and testing.
- First deployment of 360 degree CCTV camera on TfL rolling stock
- Bespoke DVR design and manufacture.
- Mechanical, electrical and body integration design.
- Prototype installation support and commissioning.
- Integration with onboard Data Transmission Systems (DTS).
- Verification and validation against technical specifications.
- EMC, environmental, shock and vibration testing.
- Supply chain management and sourcing of rail-compliant components.
- Production of technical documentation and compliance evidence.
- Long-term support and maintenance arrangements extending 15 years beyond project completion.

What we did
End to end turnkey delivery
A complete design-to-commissioning solution for Central Line 92 Tock Stock CCTV, including bespoke engineering (custom-fit DVR enclosures via 3D modelling), procurement, and integration with the train's DTS/ECN network and existing -52V power supply, all managed as a single supply chain across the fleet.
Robust technical performance
Each carriage fitted with two 360° PoE cameras and a DVR recording at 25fps for 31 days, meeting Detect/Recognise/Identify standards and capturing synchronised metadata (location, time, PEA activations, audio) for reliable incident investigation.
Scale and quality assurance
Rolled out across 85 eight-car train sets (1,400 cameras, 700 DVRs, 20km of cabling), validated against 600+ technical requirements with London Underground sign-off and only four minor concessions demonstrating exceptional compliance at scale.
